BC/MBC/DNC and Minority Welfare

The total population of Tamil Nadu as per 2011 census is 7,21,38,958 in which 2/3rd of population belongs to Backward Classes, Most Backward Classes and Denotified Communities and nearly 95% of Muslim minorities are in the list of Backward classes and among Christian Minorities nearly 80% are in the list of Backward Classes and Most Backward Classes. The Government of Tamil Nadu is implementing several schemes for them so as to uplift them socially, economically and educationally on par with other developed categories.

The details of schemes implemented for their welfare, criteria to avail the benefits, the officials to be Contacted are given below for information of the public.

RESERVATION

Reservation plays a major role in bringing up these communities economically and educationally to secure appointments in services under the State Government and to secure admission in educational institutions. The ratio of reservation is as follows:-

HOSTELS

Hostels are run by this department in and around the places where schools and colleges are located. Free Boarding and lodging are provided to the students staying in these hostels.

Eligibility criteria

School Hostel

  1. Student (Boys/Girls) should study from 4th Standard to 12th standard.
  2. Parental annual income should not exceed Rs.1,00,000/-
  3. Students’ residence should be at a distance of more than 8 Kms.from the educational institutions. (This condition is not applicable to Girl Students.)

College Hostel

  1. Student should study in Diploma., U.G/ P.G. course.
  2. Parental annual income should not exceed Rs.1,00,000/-
  3. Student’s residence should be at a distance of more than 8 Kms from the educational Institutions. (This condition is not applicable to Girl Students.)

Admission for children of Tamil Refugees who reside in camps

5 additional seats have been sanctioned in addition to the sanctioned strength in all the hostels to accommodate children of Tamil refugees who reside in camps.

Admission for Differently Abled Persons

4% of seats are allotted in each hostel to accommodate the differently abled students.

Admission for rescued child labour

Rescued bonded labour children are admitted in the hostels at any time without any conditions till they complete their course.

SCHOLARSHIP SCHEMES FOR THE STUDENTS OF BACKWARD CLASSES, MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES

Pre-Matric scholarship scheme

No fee (tuition fee/ special fee/ examination fee) is collected from the students studying in Tamil Medium in Government and Government Aided Schools. English Medium students studying in Government and Government Aided Schools have to pay Tuition fee and Examination fee. Hence, Pre-Matric Scholarships are provided to Backward Classes, Most Backward Classes and Denotified Communities students studying in English Medium in Government and Government aided schools.

Standard and Course : Students studying from 6th to 10th std in English Medium in Govt. and Govt. aided schools.

Details of concessions : Tuition Fees
From 6th to 8th Standard Rs.200/- at the rate of Rs.20/- per month for 10 months
For 9th and 10th Standard Rs.250/- at the rate of Rs.25/- per month for 10 months.

Examination Fee
Reimbursed to Director of Government Examinations for 10th Standard Students.

Conditions for Backward Classes Students
Annual Income of the parents should not exceed Rs.2,00,000/-
There should not be any graduate in the family.

Most Backward Classes and Denotified Communities students No conditions.

PRIZES AND AWARDS

Based on the rank list furnished by School Education Department, this Department has implemented various prize schemes at State and District level to encourage the Backward Classes, Most Backward Classes, Denotified Communities and Minority students to get higher marks in 10th and 12th Standard public examinations.

In order to reduce the psychological stress to the students and avoid unhealthy competition among the Educational Institutions, it was decided by School Eduction Department to do away with the ranking system from 2016-2017.

Department, viz. Perarignar Anna Memorial Award, Thanthai Periyar Memorial Award, Chief Miniter’s Merit Award scheme and Financial assistance for pursuing 11th and 12th standard in best private schools, the students who have got the prizes earlier i.e. during the academic year 2015-2016 or before, will continuously be sanctioned the prize money till the completion of their courses.

DENOTIFIED COMMUNITIES WELFARE BOARD

The registered members of the Denotified Communities Welfare Board are provided with various welfare assistances as provided to the members of the Welfare Boards for un-organized labours functioning under the administriative control of Labour and Employment Department. For getting the assistance, filled in applications should be submitted with relevant evidences to the respective District Backward Classes and Minority Welfare Officers.

TAMIL NADU NARIKORAVAR WELFARE BOARD

The registered members of the Tamil Nadu Narikoravar Welfare Board are provided with various Welfare assistances as provided to the members of the Welfare Boards for unorganized Labours functioning under administrative control of Labour and Employment Department and subsidy is also given for self employment.

For getting the assistance, the registered Members of the Tamil Nadu Narikoravar welfare board have to submit the filled in application with all the relevant documents to the District Backward Classes and Minorities Welfare Officer concerned for getting the above assistance.

TAMIL NADU BACKWARD CLASSES ECONOMIC DEVELOPMENT CORPORATION (TABCEDCO)

Tamil Nadu Backward Classes Economic Development Corporation is providing loan assistance under various loan schemes for the Socio – Economic Development of Backward Classes / Most Backward Classes / De-notified Communities.

  • Self-employment for young Professionals.
  • Education

Eligibility Criteria:

  • Beneficiary should belong to Backward Classes, Most Backward Classes and De-notified Communities as in the State list or Central list.
  • Annual family income shall not exceed Rs.98,000/- in respect of Rural areas and Rs.1,20,000/- in Urban areas.
  • Beneficiary should be aged above 18 years and below 60 years.
  • Loan assistance will be sanctioned to only one person in a family.

Milch Animal Scheme (Through AAVIN)
Under the General Term Loan terms and conditions, loan assistance is sanctioned to the members of the Tamil Nadu Milk Producers Union for the purchase of two hi-bred milch animals per beneficiary @ Rs.30,000/-per milch animal.
Mobile laundry
For setting up of Mobile Laundry through TABCEDCO under General Term Loan terms and conditions, the Government have issued orders to provide subsidized loan amount of Rs.5000/- (Subsidy Rs.2000/- +Loan Rs.3000/-) to 1000 persons belonging to Backward Classes/ Most Backward Classes/ De-notified Communities. The loan amount Rs.3000/- should be repaid in 2 years at 6% interest per annum.

MINORITIES WELFARE

Government of Tamil Nadu in order to uplift the Social, Educational and economic status of the Minorities, to monitor the implementation of the Prime Minister’s New 15 Point Programme and also to implement various welfare schemes for the improvement of the people of these societies have created a separate Directorate of Minorities Welfare with an officer in the cadre of Indian Administrative Service as Head of Department. The District Backward Classes and Minorities Welfare Offices are functioning in all the District Collectorate.

RESERVATION

A Separate reservation of 3.5 percent has been provided to Backward Class Muslims from the existing 30 % reservation for Backward Classes in Tamil Nadu for admission in Educational Institutions and for appointments in services of the Government and Government Undertakings.

SCHOLARSHIPS

The details of Scholarship schemes implemented to the Minority students belonging to Christian, Muslim, Sikh, Buddhist, Parsi and Jain Communities studying in Government / Government Aided and in all Recognized Institutions with the financial assistance from Central Governments are as follows:-.

General criteria for availing Scholarship

  • The Government of India has fixed the target of Scholarship (Fresh) to the religious minorities as per the census of Religious Minorities in the State. No target for Renewal Scholarship.
  • Scholarship will be awarded to the student who may study in any other State in India and should be a native of Tamil Nadu
  • Student who scored not less than 50% of marks in the previous year final examination are eligible for submission of application under the respective scholarship scheme
  • 30% of scholarship will be earmarked for the girls out of the total beneficiaries under each scheme
  • Scholarship will be awarded to two children in a family
  • No Scholarship is awarded to the students who pursue studies through Correspondence.
  • Student getting Scholarship under the scheme of Governmenment of India and have also even applied scholarship in Backward Classes, Adi Dravidar Welfare, Any other Department or Welfare Boards, they can entitle for scholarship any one of the scheme
  • No student is eligible for Merit Cum Means Based Scholarship as they have availed First Generation Concession (Exempted for Tuition fee) in Professional/Technical courses.

Prematric Scholarships

This target fixed to the Prematric Scholarship (Fresh) for the students studying 1st Std. to 10th Std.

Eligibility Criteria

Marks :
Fresh: Should have obtained not less than 50% marks in the previous year Examination (Except for std. I)
Renewal: Should have obtained not less than 50% marks in the previous year Examination (Except for std. I) provided Scholarship (Fresh) sanctioned under this scheme.

Income: Annual Income of the Parent/Guardian (from all sources) not exceeding Rs.1.00 Lakh

POSTMATRIC SCHOLARSHIP

The Scholarship will be sanctioned to the students pursuing studies in Std. XI, XII, Vocational for XI & XII Std. ITI/ITCs, NCVT Courses,Polytechnic, Diploma in Teacher Training/Nursing, Under Graduate & Post Graduate Degree courses, M.Phil, Research studies (Ph.D), and the courses which are not covered under Merit-cum-Means Scholarship Schemes. Note: IIT Chennai, NIFT Chennai, NIT Trichy, IIM Trichy and IIT & Design Management, Kancheepuam in Tamil Nadu are notified by the Government of India.

MUSLIM WOMEN AID SOCIETY

District Muslim Women Aid Society was formed in all the Districts under the Chairmanship of District Collector for the welfare of Destitute, Abandoned and Old Age Women belonging to Muslim religion in Tamil Nadu .

Matching Grant to a maximum of Rs.20.00 Lakhs per year at the rate of 1:2 ratio (with effect from 1.4.2012) to each Society equivalent to the amount of donation so collected by the Society are sanctioned by the Government, Need Based trainings like Tailoring Embroidery, Foot wear manufacturing , Handicrafts are provided to uplift the livelihood from the resource of financial assistance.

To help very poor Muslim Women to avail grants /concessions which are available in other State / Central Government schemes and thereby improve their livelihood.

To form Self help Groups, impart them training and extend Micro Finance loan to needy women beneficiaries for starting petty trades through Tamil Nadu Minorities Economic Development Corporation (TAMCO) schemes.

FINANCIAL ASSISTANCE FOR JERUSALEM PILGRIMAGE

The Government is implementing a scheme of providing financial assistance to undertake Pilgrimage for Jerusalem from the year 2011-12 onwards. There is a provision of 500 Christians to undertake trip every year. The Government financial assistance of Rs. 20000/- is given to each beneficiary.

ULEMA AND OTHER PERSONNEL WELFARE BOARD

Ulema and Other Personnel Welfare Board was formed and functioning for the Social, Economical and Educational advancement to the Ulemas. In Tamil Nadu,

The employees working in Mosque, Madharasas, Teachers in Arabic School, Mothinars, Bilals, Durgahs, Asharkhana Thaikkahs, Khabarasthan etc. are become eligible for members for availing financial assistance.

If the Member demise after that i) his- wife or her husband , ii) children, iii) Widow daughter and his/her children become as legal heirs are covered.

Family means, if a male member, his wife, married or unmarried children, dependent parents, daughter-in-law (widow), grand son/daughter are covered if female member, her husband, children are covered.

Age between 18 years completed and within 60 years.

Identity Card will be given to the Members of the Board at free of cost.

Member should renew their ID cards once in three years.
