Sarva Shiksha Abiyan

 
  INTRODUCTION  
 

Article 45 of the Indian Constitution emphasizes a free, formal and non-formal education for all the children in the age group 6 to 14.  As a part of bringing this rule into action,  District Primary Education Programme (DPEP)  and  Sarva Shiksha Abhiyan(SSA) were implemented.     

The District Primary Education Programme was implemented in 1996-97 to cater the educational needs of the children of age 5 to 10.  The DPEP worked towards imparting a quantitvative and qualitative primary education to the children.  As a continuous process, Sarva Shiksha Abhiyan was introduced in 2001-02, after the successful completion of the DPEP, in order to fulfill the educational needs of the children in the age group 5 to 14. 

 Sarva Shiksha Abhiyan has successfully launched various programmes as part of the implementation of scheme.  The Planning Committee at this moment  thanks the meticulous efforts taken by each and every person, including the BRC Supervisors', AEO's, BRTE's and the  VEC Members for  the successful implementation of the scheme at the grass root level and for the one to one communion with the parents, especially with the rural ones.  The on site Academic supports by these persons have revealed the hindrances in the successful implementation of the scheme and various other restrains of the poor causing in dropouts etc.  The field work and office work done, keeping the objectives of the Sarva Shiksha Abhiyan in mind, the techniques handled in the implementation of the scheme, the loopholes found in the implementation of the activities of the scheme and the continuous successes obtained from the  AWP&B 2010-2011.

 
  SCHOOL AGE POPULATION - PUDUKKOTTAI DISTRICT  
 

On the whole there are 147516 school  children of age group 5-10 in Pudukkottai district.  This comprises of 75244 boys and 72272 girls.  Enrolling all the school age children into schools is the foremost aim of Sarva Shiksha Abhiyan.  In Pudukkottai district the ST population constitutes 0.08% out of the total school age population.  There are 52 boys and 63 girls belonging to the ST community.  The Muslim minority children, at the same time, have to be given due priority along with the SC and ST children in education.

There are 84577 School Age Children in the age group 11 to 13 in Pudukkottai district.  43115 boys and 41462 girls form this total.  As far as the SC Community  Children are concerned, 20.14% belong to this community out of the total population.  8575boys and 8457 girls are present in this category.  Gandarvakottai, Karambakudi and Annavasal are densely populated with SC school age children.  The population of these blocks is 35.66, 26.88 and 26.17% respectively.

 
  SCHOOLS BY CATEGORY  
 

Of 1873 schools in Pudukkottai District there are 984 Govt. primary schools (I - V), 343 Govt. Middle Schools (I - VIII), 1 Govt School with standard 1-12  and 169 Govt.High and Higher Secondary  Schools . 

In addition to this, 112 Govt. Aided schools and 264 Un-Aided schools are also available to cater the educational needs of Pudukkottai District.

Out of the total 1873 schools imparting education in Pudukkottai district, 1413 are ABL schools and 545 are ALM schools. These ABL schools include middle schools also where primary sections are present. At the same time, ALM schools include high and higher secondary schools, apart from middle schools, where upper primary sections are taught.

No. of Students benefited due to Sarva Shiksha Abhiyan is about 118844 Boys , 114327 Girls and 233171 in total.

8084 Teachers are effectively engaged in achieving educational objectives of Pudukkottai District educational system. 

 
  ACTIVITIES  
  Opening of new Schools (2010 -2011)  
  In order to achieve cent percent access, school mapping exercise was done and identification of unserved habitation for primary and upper primary school was carried out.  so for, 63 new primary schools have been started and 182 primary schools were upgraded into upper primary schools.  During this year 5 New Primary Schools are opened and 13 primary schools have been upgraded into upper primary schools.

  BLOCK RESOURCE CENTRE  
  BRC serves as a backbone of the scheme.  Various programmes are conducted in 13 BRCs to enrich teachers knowledge in order to provide quality education.  
  CLUSTER RESOURCE CENTRE  
  There are 107 Primary CRCs, 38 Upper Primary CRCs totally 145 CRC's in Pudukkottai District.  Teachers handling I -VIII  are given opportunities to express their novelties in teaching during monthly meeting.  
  CIVIL WORKS  
  Adequate physical amenities have to be provided to achieve the cent percent enrolment and to provide quality education.   For the year 2010-11,   5 new Primary schools with 2 Class Room Buildings and 13 newly upgraded schools with 3CR Buildings, 179 Ramps, 213 Separate toilet for girls , 40 Modified toilet to be built.   INTERVENTION FOR OUT OF SCHOOL CHILDREN  
 

In this academic year 2010-11 the target of Out of School Children is 393.Identified 303 children admitted as detailed below.

  • 56 students admitted in Residential Schools

  • 207 students admitted in Bridge courses

  • 42 students were given 3 months  special summer camp in 13 blocks and mainstreamed in regular schools

  Enrolling the out of school children into schools is one of the vital activities of Sarva Shiksha Abhiyan. During 2009-2010 all the identified 399 children were covered and hence 100% target achieved. 82 children were admitted into summer camps, 194 into Non-Residential Bridge Course centres and the remaining 123 were admitted into 123 Residential Bridge Course Centres.  
  INNOVATIVE EDUCATION  
  a) Computer Aided Learning (CAL)  
  Incorporating latest technologies that enhances effective teaching learning process is the main goal of CAL (Computer Aided Learning). To achieve this at present there are 186 CAL centres functioning in pudukkottai district 186 Schools.  
  b) Early Childhood Care and Education(ECCE)  
  Self Learing Materials (SLM) kit box and Play way materials training is given to anganwadi workers.  
  C) Girls and SC/ST Education  
  In order to make Girls to be independent and creative and to uplift the SC/ST Community to the creamy level of the Society, Life Skills Training and Training for English communication skills and vocational Training are being given at periodic intervals.   
  D) Minority Education  
  Special care for minority students is given for Life Skill Training free educational Tour minority students.  
  INTERVENTIONS FOR DISABLED CHILDREN (IED)  
  43 special Teachers including, 3 - physiotherapists are imparting special education for IED students. 13 Day care centres are functioning in 13 Blocks with 150 students. Integrated education Implementation Committee(IEIC) Madurai NGO associated with SSA for Disabled Children.In the year of 2009 - 2010 Achieve details given below.

  MAINTENANCE GRANT (MG)  
  All the Government schools having Primary and Upper Primary classes (1482 units) have been given Maintenance Grants. This Grant is being used for renovating school buildings, Maintaining toilet and water facilities and developing a safe and secure environment for School Children  
  RESEARCH AND EVALUATION AND MONITORING (REM)  
  Teachers are encouraged to take up 130 action researches in elementary education level to the basic problem faced the class room situation in the schools.  
  SCHOOL GRANT(SG)  
  Schools having primary classes were provided Rs.5000 and middle School Rs.12000/-, High and Higher Secondary schools were provided Rs.7000/- each, for the development of infrastructure in the schools.   
  TEACHERS SALARY  
  Salary for Existing 136 primary teachers and 828 upper primary teachers and 51 new Upper Primary Teachers costing about 1939.050 lakhs will be re-imbursed to Govt by Sarva Shiksha Abhiyan.  
  TEACHING LEARNING EQUIPMENT (TLE)  
  5 New Primary Schools are opened in this academic year (2010 - 2011) Rs. 20000/- are released to each school. 13 primary schools have been upgraded into upper primary schools. Rs.6,50,000/- will be released to these schools at the rate 50000/- per school to purchase Teaching Learning Equipments  
  TEACHER TRAINING  
  In service training are given to 5864 teachers and 155 BRTEs at regular intervals to strengthen their professional skills.  
  COMMUNITY MOBILIZATION  
  7215 Village Education Committee members were trained on SSA activities. VEC Day is Celeberated in all schools.
