  Pudhu Vaazhvu Project in Pudukkottai District  
In the year  of  2011(1st-June), District Pudhu Vaazhvu Society, Pudukkottai was started and it functions at 4 backward Blocks such as Gandarvakottai, Annavasal, Karambakudi and Kundrandarkoil (155 Panchayats).

  Institutional Arrangements:  
  The institutional arrangements at various levels are:
The State and the District Unit will function as separate society under the Societies Act. The District Society have been formed and registered in the name of District  Pudhuvaazhvu Society,Pudukkottai under certificate of District Registrar of Societies, in 97/2011 and renewed on 27.01.2014.

  Project Implementation:  
 
  • SOCIAL MOBILISATION

  • Initial Communication to create awareness about the project.

  • Identification of target poor by participatory methodology(PIP)

  • Grama Sabha approval and release of panchayat initiation fund

  • Formation of Village Poverty Reduction Committee(VPRC)

  • The Village Poverty Reduction Committee(VPRC) is a community organisation formed under the project predominantly with the representatives of the target population

  • Social Audit Committee(SAC)

  • Social Audit Committee(SAC) is constituted by Grama Sabha which plays the role of guardian of project principles during the project priniciples during project implementation.

  • Self Help Groups(SHG)

  • Self Help Groups(SHG) the left out target poor, and persons with disability are formed into self help groups with 10-20 in a group or 5 - 10 in the case of persons with disabilities

  • Panchayat Level Federation (PLF)

  • All SHGs in a Village panchayat form a federation

  • Special Focus on Differently abled

  • Disability assessment.

  • Self help groups for the differently abled.

  Achievement so far  
 
  • 155 Village Poverty Reduction Committees(VPRC) and 155 Social Audit Committees(SAC) were formed.

  • All Village Poverty Reduction Committee and Social Audit committees were trained on Community Operational Manual(COM) module I and II,Book keepers training and exposure visit.

  • 155 VPRCs have been prepared their village vision plan and got approval of Grama Saba meeting.

  • 11 VPRCs have been received 3rd  instalment of VPRC fund based on their vision plan and population

  • Rs.1967.35 lakhs have been released as 3rd instalment of VPRC funds and 73% expenditure made as on Dec        2014

  • There are 329 CST s have been identified, trained and rendering their services to the community.

  • All left out target people have been covered under SHGs.

  • There are 505 target SHGs have been formed including women and trained in all module as per Time line.

  • All groups have been graded and given seed money of Rs75.80 lakhs

  • All groups have been credit rated and linked to banks to avail the revolving  fund to the tune of Rs.303 lakhs Each group got Rs.60000/-

  • 86 DL and 40 EA have been converging from the bank.

  • All 988 pre existing SHGs have been affiliated with VPRC and completed all trainings

  • Rs.182.42 lakhs have been released to 34 PLFs and sub committees after appraisal of Regional Team(RAMT)        for livelihood activities.

  • All 155 registered VPRCs have been audited by M/S Sathiyamoorthy Associates Chartered Accounts,Chennai and reports received.

  • 62 PLFs have got incentive  funds Rs.1lakh to each from Mahalir Thittam under SGSY fund.

  • Ariyur PLF has received bulk loan of Rs.18.28 lakhs from PACB.Sepakkam which has been utilized for Livelihood activities.

 
  Livelihood:-  
 

The target poor take up livelihood activities in the Panchayats. Participatory Resource Mapping exercise was used to identify viable Economic activities in the Project. In order to get sustainable income out of these livelihood activities, they are being promoted by PVP in three Stages to target families as follows. 

  • Primary Production Activities by Individual / Groups

  • Common Livelihood Groups for Support Services

  • Higher Level Livelihood Federations for Sustainability

 
  Skill Training for Rural Youth:  
 

The State of Tamilnadu, one of the most industrialized States in India has attracted huge investment by multinational companies. The investment in the fields of Automobile, Construction, Information & Communication, Health sector, Hospitality & Service sector etc have created a lot of employment opportunities for rural youth. Though there is high demand for youth employment, shortage of required skill among the youth has deprived the opportunities for millions of rural youth in the State.

Realizing the huge gap between demand and supply of skilled manpower in the State, the Pudhu Vaazhvu Project among other things aims at making millions of unskilled and unemployed youth into potential skilled youth thereby securing profitable and sustainable and growth oriented employment.

In this initiative, the Village Poverty Reduction Committees (VPRCs) comprising of poor women and youth jointly develop Youth Data Base for each Panchayat in which the details of youth like name, age, sex, educational qualification, trade of interest to undergo training etc are collected.

Based on the Youth Data Base, Pudhu Vaazhvu Project adopts the following approaches for Skill Training and Employment Generation for youth:

Imparting Employable Skill training - Trainings are organized through industries /Institutions and employment arranged.

Direct Placement through Job Fairs - Job fairs are organized at the district / block / Cluster level wherein Interface is created between the Youth and Company for direct employment.

In addition, the project also employs the following strategies for skilling rural youth:

  • Counselors are engaged to counsel the rural youth at the village and industry level to avoid dropouts.

  • Minimum of 10 % upfront contribution of Course fee is collected from the youth who are selected for training.

  • Funds for skill training are directly released to the VPRCs at the village level.

  • VPRCs finalize the trades, course fee etc and pay training fee directly to institutes.

  • Counselors are engaged to counsel the rural youth at the village and industry level to avoid dropouts

VPRCs also provide assistance to youth to meet their initial expenditure like food, accommodation, and transportation expenditure during training / initial employment. An agreement in this regard is executed between VPRCs and the candidates to ensure completion of training and Placement.
